Do Drilling engineers get laid off or is it a fairly secure position in the oil field?

I think it would matter where you are located or willing to locate... there are certain parts of the globe where work in this area is pretty steady... I know there is lots of opportunity in the North Sea, for instance. It would also depend if you are a contract employee or a direct employee of a company.

The number of jobs for petroleum engineers is declining in the U.S., but U.S. firms will be hiring for work in other countries and projections indicate that there will be a small number of graduates in this field, so prospects are good. According to the U.S. Bureau of Labor Statistics (www.bls.gov), salaries range from $57,960 to over $145,000, with the median being about $98,000.
